At first, it was a very bare bone nation. With the uncertainty that was carried from the surrounding areas (Due to challenges and hazards), the original city in the middle was quickly overrun with overpopulation. There wasn't an official ruling or order of authority they held for any sort of hold for law and justice. Not to mention an economy wasn't even established. Which led to quick doubts and potential failure for Tempestarii to fail without ever becoming established.
