Knowing Kukui is curious about pokemon and precociously gifted at communicating with them, Hala gifts him a Litten as (the equivalent of) a christening gift, along with several books about pokemon rearing and battling. He permits Kukui to attend trials and grows closer to him, but is largely unaware about his home life at this point and assumes his father's absence is more related to personal religious belief.
